A campaign is a fixed sequence (steps with delays, subject and body, merge fields like first name, company, city) sent to a lead list from a connected mailbox, with a daily cap and a send window. Use it for imported lists where you want the same message to everyone; use the Prospecting Agent when you want research and a personal first line per company.
